Building confidence, connection, and belonging for rangatahi

Whakawhiti Rangatahi is a programme that supports rangatahi and their whānau as they move from intermediate to high school, helping ensure this important transition is one of confidence, connection, and belonging. The programme has grown from more than ten years of attendance service mahi across Ōtautahi, where Te Ora Hou has walked alongside rangatahi, whānau, and schools to strengthen engagement and wellbeing. Through this work, it became clear that supporting rangatahi earlier, particularly at the point of transition into high school, could make a lasting difference.
Whakawhiti was created as a proactive, strengths-based initiative that sits alongside attendance services, focusing on early engagement and prevention rather than responding once challenges have escalated. By beginning in Year 7 and Year 8, Whakawhiti creates space to understand each rangatahi’s story, strengths, and aspirations, and to support whānau well before the move to high school.
At the heart of Whakawhiti are strong relationships. Navigators work closely with rangatahi, their whānau, and school staff to build trust and create tailored pathways of support. This may include mentoring, cultural connection, practical assistance, support with enrolments, and links to Whānau Ora and other services. Rangatahi also take part in programmes such as Te Pihi Ora, school visits, and holiday programmes that build confidence, strengthen identity, and help them feel prepared for what lies ahead.
Support continues once rangatahi enter high school. Throughout Year 9, Whakawhiti maintains a consistent presence, working alongside schools to ensure rangatahi feel seen, supported, and connected. This includes ongoing mentoring, attendance and wellbeing support, and advocacy where needed, helping reduce the risk of disengagement during this critical first year.
Whakawhiti exists to give rangatahi the strongest possible start to high school, while strengthening whānau voice and connection within education. It reflects Te Ora Hou’s commitment to culturally grounded, whānau-centred practice and to supporting Māori and Pasifika learners to succeed as themselves. Through Whakawhiti, we aim to see rangatahi enter high school with confidence, remain engaged, and grow into leaders who are connected to who they are and where they come from.
